That new rear wing on the Mclaren is a good aero concept. I believe that the increased surface area would proportionately increase available downforce while keeping the overall dimentions within specs. I'm sure there are some other benefits as well, but as I am not an aerodynamicist I'll not put my foot too far into it.
As far as the bargeboards on the G.A. are concerned, I think it has a lot to do with manipulating the boundary layer to establish a clean high volume into the diffuser. If any of you remember the shots of the F2002 running at Mugello without bargeboards last year, you'll remember seeing the detail the engineers put into the keel of that car. Ferarri's designers really seem to be putting more effort into the underside of their cars than the competition, thereby maximizing all areas of aero design to a fuller extent than their competitors.

From a pragmatic viewpoint the fact that they are on the car must mean that they do something better than not having them there.
I think the scolloped out radiator entry (at the bottom) is also a major work in efficiency.

It was interesting to see new double barge boards on the Renaults at Montreal. I'm not sure if they had them at Monaco or not, but they certainly have them now.
